O’Melveny partners Eric Richards and Elizabeth Dubeck will be guest speakers at the 2026 Airport Development & Investment Conference this Fall. Richards is set to moderate a panel discussion in the development and delivery segment, exploring how federal funding and private capital could work together. Dubeck will moderate a breakfast session panel discussion titled, “Building the Next ConRAC: What Airports and Developers Have Learned.”
Eric Richards is a leading corporate and project finance attorney and Co-Chair of O’Melveny’s Corporate Department. Based in Los Angeles, he advises private and public sector clients on the development, financing, and investment in major infrastructure projects in the United States and abroad, including airports, seaports, and other transportation assets, as well as international transactions such as airport acquisitions in Northern Ireland and Sweden. Liz Dubeck’s practice focuses on project finance, infrastructure development, and public-private partnerships. She advises public and private clients on the financing and development of transportation infrastructure projects, including rail, airports, and seaports, as well as privatizations and related infrastructure financings.
